This is my arcane build, it absolutely wrecks in PVE, and does surprisingly well in PVP since the whirligig is a good weapon with a good move set and decent damage, I converted mine to do fire damage. The biggest sacrifice in this build is the low endurance stat with a +20% stamina rune it still lets the L2 attack of the whirligig work well enough. The thing is since your hunter tools are so powerful you will want to dash in get a few hits with the whirligig and dash out to throw a spell allowing your stamina to recharge while still threatening your opponent. To be honest in PVP the hunters tools rarely hit, but what they do do so well is create openings to exploit your opponent, the executioner gloves are especially useful in this regard, and if your opponent makes a mistake and they do hit the fight is practically over.
