Pretty much ultimate BL120 Skill character, in my humble opinion. The 15 ARC is for hunter tools such as the Bone and Empty Phantasm Shell. Attire is whatever you want it to be. I like this. Rakuyo is probably the best skill weapon in the game, somehwat depending on taste. the range is short, but it can be buffed, has great scaling and an incredibly versatile moveset. It also boasts a very high attack speed. Threaded cane is my preferred secondary, since it too has very good damage, and requires virtually no strength. I use it for range and crowd control. Can be swapped out for the Burial Blade, depending on taste and preference. The biggest reason I pick Threaded over Burial is that I'm a sucker for buffs. They look nice. For offhanders I prefer the Hunter pistol because I just don't like the blunderbuss, and a wooden shield for when you meet nasty 'tinge folks. I like both of the metamorphosis runes because they give very real and relevant stats that are always useful, and scale very well with having both VIT and END hardcapped. Third rune is whatever you want, I like great lake for extra survivability. Oath rune too is kinda whatever, but Hunter gives stam recovery, which is probably the one with the most active usefulness.
