Keep in mind that these are high-stamina cost weapons. 13 Dex allows for the cannon or Gatling Gun. High Arc for transformed versions of both weapons (they alter the scaling by increasing Arc and decreasing physical scaling/damage I think). Plus you get to use hunter tools and deal some respectable damage. Moonlight sword will need % attack damage increasing gems. The wheel can go with physical % increase + flat Arc damage (if you want to abuse the multi-hit moves). Otherwise, stick with % attack damage gems. Could start with the hunter axe or cleaver and level strength until you get the wheel. Yes you will need to got to the chalice dungeons...
