1) Simon’s Bowblade may not be available for non-DLC players, so the (worst) other two choices you have as a secondary are the Rieterpallasch and Rifle Spear, in which the latter is better unless you want to BUFF your weapon for specific enemies/bosses, but in turn also sacrifice overall damage. If that’s the case, it’s better you just focus entirely on the Chikage, Evelyn, and the Repeater only. 2) 15 ARC is mainly for the use of Hunter Tools, specifically and most importantly the Old Hunter Bone. That, alongside the Madaras Whistle are the two staples for miscellaneous tools (besides Numbing mist, toxic knives, Bone-Marrow Ash, etc) 3) Odeon Writhe can be swapped for Blood Rapture if you aren’t focused or skilled enough with parrying with Evelyn or doing damage with the Repeater. Blood Rapture is mainly gonna be your comeback tool for duels if healing isn’t etiquette, and your source for prolonging the Chikage transformation duration.
