Perfect/Complete builds are created by level up 120 Builds, Endurance and other stats to Bl 145 Hard Cap. In this case Bill gets a few more points in Bloodtinge and Arcane so he can blow you away that church or, you his a hellfire executioner gloves, and trick Logarius Wheel to punish you for your sins. Or is it his sins? Maybe your getting punished for it all. Either the Healing churchs manipulation and the violence have gotten to him. Just avoid him during the hunt.
