This is a pretty standard quality build. Forsaking magic, this build allows for nearly limitless weapon choice while providing fantastic scaling from weapons usually not used, in some situations even outclassing A Scaling weapons.
It is perfectly acceptable to drop Strength to 27 in favor of more freedom to allocate points as you see fit, but bear in mind you will have to 2-hand weapons to imitate 40 Strength.
