PvE build, but can also be used in PvP if you can get parrys down to a science. In essense, pop your darkmoon blade at the beginning of PvP or at a boss fight in PvE. Parry with the Iron Round shield, quickly two-hand your axe and crit to the face, repeat until dead. With this build, you got a med. roll, but you can swap the armor/clor ring for a fast roll if you wish. This IS a skill build, and you MUST be able to parry strikes and dodge magic well, otherwise your ass is grass, and the enemies are the lawnmowers. This class CAN attack through poise and/or blocks with the extra magic damage (the higher your Darkmoon cov. lvl, the better) but it is better to counter and punish.
