Absolutely meant to be buffed with PW. If used without PW just relocate the 4 extra ATT to your VIT (or END for more poise) - OR replace PW with Flame Whip, which is too risky for me at such low HP.
Use melee attacks on turtles, best reserved for ripostes. I prefer Estoc over Rapier due to length and R2 swing style, but you can swap to Rapier (or Dark Hand as shield, too) if you wish to save more weight/END.
