I had a hard time replicating Jin's outfit, but i felt the black sorcerer cloak did ok, as did the gloves and leggings. Dark Souls really doesn't have much armor that's blue.
you can only use crystal magic, as it is the closest i could get to Ice magic.

fap ring helps mitigate your rather low vitality as well as lets you wear armor that helps you reach a key break point.
