Dragons are fun. Roar +3 = 2OP
Can really use any weapon. I personally use, crystal stuff for axes, though, it normal is really good. Lightning is good for dex scaling weapons, like the shotel or Iato.
As for rings, if you can survive without poise, go with flip ring, or anything of preference really. Red tearstone could work, since dragons are all about using the roar buff, but since dragon has bad defense, it could back fire.
Also. Havel shield buff, could be a thing if you wanted.
