In Lordran, the goddess Velka finds those who sin, and the Moon God Gwyndolin punishes them. Such are the ways of the Darkmoon Covenant.
But what happens when the Gods themselves commit Sin? Gwyndolin refused to act when his father abandoned his duty, nor when his sister Gwynevere decided to lock away her daughter Priscilla, and in turn too, leave Lordran. If the Dark Sun is blinded to his family's sin, Velka is not.
Thus she has chosen an agent. An undead willing to do what Gwyndolin could not: bring the Gods to Justice.
Armed with the Darkmoon Covenant's mightiest miracles and Velka's own sacred, Occult artifacts, Steinrad serves as judge, jury and executioner in Lordran as he places the Gods on trial.
Lord Gwyn feared the Humans, and what they were capable of. He was right to do so.
