Yes, it's a dual wielding fat roll build. I'm actually winning a ton of fights with this build.
Spear and shield can be rotated to preference. I picked Pike as it's the longest range spear which I could make Chaos (don't have any dex to scale spears with). Stone Greatshield was chosen primarily for magic defense, but I have Black Iron and Giant Shield as backups. If you want to parry I would recommend Crest Shield or Black Knight for magic defenses.
Offhand axe was chosen for offhand speed, range, damage, and swag factor. You can try a Great Club for more range and damage (but less speed and significantly less swag).
Golem Axe is integral - combined with your offhand you now have range, speed, horizontal area all covered. Plus the R2 is insanely useful.
Armor set was chosen for fire defense and awesomeness primarily, but also does a pretty great job for magic/lightning/physical defense. Poise is pretty low considering I'm almost slow walking, but you poise everything except ultra greatsword 2h attacks, which are very easy to avoid (just by backpedaling)/block, and IMO those should be able to one hit poise break pretty much everyone anyway.
Rings are very important - RoFaP gets that high-ass tank HP, max stamina, and enough equip load to be 99.5% burdened with the setup I use. Cloranthy is extremely useful. I don't know what else you might put there, but going from heavy armor stamina regen to above average is pretty great (especially considering I don't partake in Green Blossoms before every single fight like most people).
It takes some practice, but some tips I would suggest are: don't ever roll, block all ranged attacks, try to back out of attacks whenever possible to save HP/Stamina, and attack very carefully or expect to get BS'ed.
