As the name implies, it's a one shot build, and it goes both ways. People will die in one hit and so will you. Now, onto the mechanics.
The point is to lower your maximum HP to the point where the draining effect of Power Within is completely negated by Sanctus' regenerative effect. For that, we need 11 Vitality, the Dusk Crown Ring AND, we need to be cursed, so be a dear and go say hello to the big eyed frogs.
Once that's done, equip the Plank Wood shield and block some attacks from hollows until the Red Tearstone ring kicks in.
Now go invade. Once the invasion starts, apply Power Within, then Darkmoon Blade (even better if you're rank 3 in the covenant for maximum damage), bring back Sanctus and two-hand your weapon.
Every single one of your hits will hit well above 1200 damage, even a simple 1HR1. A dumb poke behind shield from a rapier will deal nearly 900 damage.
Wrath of the Gods will dispatch entire groups of gankers in a mere couple uses.

You'll get that a lot, trust me.
The Shotel is especially deadly considering its strong attacks hit behind shields. And it's a curved sword, so you can always go full Obobobo and mash R1 until you win.
Weapons with large swings such as the Zweihander will take care of groups easily, and a poke from the fittingly named Greatsword will kill absolutely anyone, especially if it's a critical hit.
You can also just be a dick and equip the Pike and keep your distances.
You CAN disregard the Crown of Dusk and use the Dragon Torso instead if you want for some more damage. But the stamina trade off and the fact that the boost only lasts a few seconds is actually too risky, even for this build. And obviously you don't need any armor so you can go and show your beautiful hollow ass to the world.
That's pretty much it, you guys go and have fun. It's a pretty interesting build to use in PvE too.
